RESUMO

Cloud-based productivity, collaboration, and storage tools offer increased opportunities for collaboration and potential cost-savings over locally hosted solutions and have seen widespread adoption throughout industry, government, and academia over the last decade. While these tools benefit organizations, IT departments, and day-to-day-users, they present unique challenges for records managers and archivists. As a review of the relevant literature demonstrates, issues surrounding cloud computing are not limited to the technology-although the implementation and technological issues are numerous-but also include organization management, human behavior, regulation, and records management, making the process of archiving digital information in this day and age all the more difficult. This paper explores some of the consequences of this shift and its effect on digital recordkeeping at the Bentley Historical Library, whose mission is to "collect the materials for the University of Michigan." After providing context for this problem by discussing relevant literature, two practicing archivists will explore the impact of the move toward cloud computing as well as various productivity software and collaboration tools in use at U-M throughout the various stages of a standard lifecycle model for managing records.

RESUMO

Electronic health record (EHR) management systems require the adoption of effective technologies when health information is being exchanged. Current management approaches often face risks that may expose medical record storage solutions to common security attack vectors. However, healthcare-oriented blockchain solutions can provide a decentralized, anonymous and secure EHR handling approach. This paper presents PREHEALTH, a privacy-preserving EHR management solution that uses distributed ledger technology and an Identity Mixer (Idemix). The paper describes a proof-of-concept implementation that uses the Hyperledger Fabric's permissioned blockchain framework. The proposed solution is able to store patient records effectively whilst providing anonymity and unlinkability. Experimental performance evaluation results demonstrate the scheme's efficiency and feasibility for real-world scale deployment.

RESUMO

Este estudo realiza uma reflexão sobre a preservação de documentos arquivísticos digitais em uma perspectiva sistêmica, pautada em padrões reconhecidos pela literatura científica. De tal forma, utiliza-se da visão holística para ressaltar a pertinência da preservação ser pensada em todo o ciclo de vida dos documentos. A metodologia parte do levantamento bibliográfico composto por artigos, livros e publicações técnicas, para assim, obter uma revisão narrativa. Ressalta-se que a preservação digital tem evoluído para novos patamares e requer o uso de padrões para implementar sistemas informatizados confiáveis. Com isso, pode-se envolver todo o ciclo vital em uma cadeia de custódia ininterrupta capaz de assegurar a autenticidade dos documentos digitais. Por fim, defende-se uma abordagem sistêmico-holística, em que os documentos são planejados e produzidos tendo em vista a preservação e o acesso em longo prazo.


This study reflects on the preservation of digital archival records from a systemic perspective, based on standards recognized by scientific literature. In such a way, it uses a holistic view to emphasize the relevance of preservation to be considered throughout the life cycle of records. The methodology is based on a bibliographic survey composed of articles, books, and technical publications, to obtain a narrative review. It is noteworthy that digital preservation has evolved to new heights, and requires the use of standards to implement reliable computer systems. With this, the entire life cycle can be involved in an uninterrupted chain of custody capable of ensuring the authenticity of digital records. Finally, a systemic-holistic approach is advocated, in which records are planned and produced with a view of the preservation and access in the long-term.


Este estudio reflexiona sobre la preservación de los documentos de archivo digital en una perspectiva sistémica, basada en normas y estándares reconocidos por la literatura científica. De esta manera, utiliza la visión holística para enfatizar la relevancia de la preservación a ser considerada a lo largo del ciclo de vida de los documentos. La metodología se basa en una encuesta bibliográfica compuesta de artículos, libros y publicaciones técnicas, para obtener una revisión narrativa. Es de destacar que la preservación digital ha evolucionado a nuevas alturas y requiere el uso de estándares para implementar sistemas informáticos confiables. Con esto, todo el ciclo de vida puede involucrarse en una cadena de custodia ininterrumpida capaz de garantizar la autenticidad de los documentos digitales. Finalmente, se aboga por un enfoque holístico-sistémico, en que los documentos se planifican y producen con miras la preservación y acceso a largo plazo.

RESUMO

Este artigo possui como objetivo identificar ações governamentais no âmbito dos sistemas e serviços de saúde que visam a adoção de políticas públicas relacionadas à preservação digital em saúde. As políticas públicas de informação e de arquivos são transversais às políticas públicas de saúde e contribuem diretamente para a garantia dos direitos dos cidadãos preconizados pelo Sistema Único de Saúde (SUS). Neste sentido, as políticas de preservação digital são essenciais para garantir o acesso às informações a gerações futuras. A pesquisa caracteriza-se como aplicada e exploratória. Utiliza como amostra os textos completos da Consolidação das Normas Infralegais do SUS. Os resultados apontam para a necessidade de ações voltadas para a preservação digital em saúde por meio da adoção de políticas públicas. Por fim, destaca-se que a participação popular no desenvolvimento destas políticas públicas de informação em saúde é essencial para a transparência das ações governamentais.


This article seeks to identify governmental actions within the scope of health systems and services that aim to adopt public policies related to digital preservation in health. Public information and archive policies are transversal to public health policies and directly contribute to guaranteeing the rights of citizens advocated by the Unified Health System (SUS). In this sense, digital preservation policies are essential to guarantee access to information for future generations. The research is characterized as applied and exploratory. It uses as a sample the complete texts of the Consolidation of Infralegal Norms of SUS. The results point to the need for actions aimed at digital preservation in health through the adoption of public policies. Finally, it is emphasized that popular participation in the development of these public health information policies is essential for the transparency of governmental actions.


Este artículo tiene como objetivo identificar acciones gubernamentales dentro del alcance de los sistemas y servicios de salud que apuntan a adoptar políticas públicas relacionadas con la preservación digital en salud. Las políticas de información pública y archivo son transversales a las políticas de salud pública y contribuyen directamente a garantizar los derechos de los ciudadanos que defiende el Sistema Único de Salud (SUS). En este sentido, las políticas de preservación digital son esenciales para garantizar el acceso a la información para las generaciones futuras. La investigación se caracteriza por ser aplicada y exploratoria. Utiliza como muestra los textos completos de la Consolidación de las Normas Infralegales del SUS. Los resultados apuntan a la necesidad de acciones dirigidas a la preservación digital en salud a través de la adopción de políticas públicas. Finalmente, se enfatiza que la participación popular en el desarrollo de estas políticas de información de salud pública es esencial para la transparencia de las acciones gubernamentales.

Objective:To construct a medical records management system based on document database so as to promote standardization of medical records management and improve management efficiency.Methods:Microsoft.Net platform and SQL SERVER database were selected, and three-tier framework of.Net webservic was adopted to design a medical records management system which contained three modules included filing, review and system management for medical records and which based on document database.Results:The application of this system significantly reduced the operational process of manual business of the staffs, and optimized the workflow, and extremely improved the work efficiency and significantly increased the utilization rate of medical records.Conclusion:The application of medical records management system based on document database not only can improve the work efficiency of staff but also can make better use of medical records, and better promote information construction and improvement of medical service quality of hospital.

En el presente artículo se exploran los nexos entre gestión documental y gestión de riesgos. Para esto se analiza cómo la gestión documental ha evolucionado en las últimas décadas hasta enfocarse en los procesos de captura y mantenimiento de evidencias de actos y transacciones de negocios. Se muestra cómo la literatura especializada exploró dicha relación e identificó que los documentos son tanto fuentes de información para la identificación de riesgos, como objetos de riesgos en sí mismos. Se concluye que los sistemas de gestión documental ayudan a las organizaciones a gestionar la incertidumbre en relación con el fracaso en la creación y control de documentos de calidad, por el impacto negativo que esto tiene en la capacidad de la organización para lograr sus objetivos. En este sentido se considera que un sistema de gestión documental es un sistema de gestión de riesgos, en el que es esencial la determinación de requisitos de gestión documental para la identificación y la mitigación de riesgos organizacionales derivados de la información, como evidencia de actos y transacciones de negocios(AU)


In this article the links between records management and risk management are explored. It is exposed how records management has evolved in recent decades to focus on the processes of capture and maintenance of acts evidence and business transactions. It shows how the specialized literature explored this relationship and identified that documents are both information sources for risks identification, and objects of risks in themselves. It is concluded that Records Management Systems help organizations to manage the effect of uncertainty in relation to the failure in the creation and control of quality documents, due to the negative impact that this has on the organization's capacity to achieve its objectives. In that sense a Records Management System is considered to be a Risk Management system, where it is essential the determination of records management requirements for the identification and mitigation of organizational risks derived from information as acts and business transactions evidences(AU)

BACKGROUND AND OBJECTIVE: The incidence of cancer is rising in Iran, and hence it is important to assess the accuracy of the Iranian cancer registry dataset. In this study, the completeness of the cancer registry in the Kohgiluyeh and Boyer-Ahmad (K&B) province is evaluated. METHOD: The data of registered cases of cancer of people who were living in the K&B province at the time of diagnosis were obtained from the provincial cancer registry offices in K&B, Fars and all other neighbouring provinces. A capture-recapture method along with log-linear statistical modelling were used for analysis. RESULTS: The results indicated that of 2029 known cases of cancer, only 1400 (31%) were registered by the K&B cancer registry office. Age-adjusted incidence rates for all common types of cancer rose from 307.0 per 100,000 (95% confidence interval (CI); 293.8, 320.3, based on observed cases) to 376.4 per 100,000 (95% CI; 361.7, 391.1, based on expected number of cases estimated by capture-recapture analysis) ( p < 0.01). The completeness of cancer registry data varied significantly for different types of cancer. CONCLUSION: Results suggest that the provincial cancer dataset, which is a part of the national cancer registry programme, is neither complete nor representative. A major improvement in case finding, registry procedures and effective data sharing by provincial cancer registry offices is needed in order to provide valid data for epidemiology of cancer in Iran.

This article examines the current state of affairs of the health information management role in facility closure as well as the impact on revenue cycle operations. Health information management professionals are uniquely positioned to assist an organization in closure efforts because of their knowledge of revenue cycle operations, ability to work with the software products used to generate and store patient information, and solid understanding of the process of care and treatment of the patient. This information is integral to ensuring that patient information in a variety of formats and locations is properly secured and saved so that it will be available to patients and caregivers who need it after the facility closes. This article also goes into detail concerning some of the financial tasks required to be completed when a facility closes because the required data come from coded information or, in the case of the Worker Adjustment and Retraining Notification (WARN) Act, affect how employees will be compensated. This article provides a detailed look at the process to help guide other health information management professionals in a diverse set of care environments in the process of facility closure.

RESUMO

The National Incident-Based Reporting System (NIBRS) is an important data set serving social scientists, policy makers, the business community, and the press. However, it is hampered by low participation rates among the nation's police agencies. This article outlines a strategy for enhancing NIBRS by (a) providing police agencies free and supported software to extract and transmit an agency's Record Management System (RMS) data in NIBRS format (or a data-entry system if an RMS does not exist), (b) including personal identifiers of arrestees, and (c) allowing police agencies to access the national data for routine police work. The article describes how taking these steps would decrease the costs of implementing and maintaining NIBRS, encourage widespread adoption, and increase data quality. These enhancements could foster substantial improvements in policing as well as other aspects of the criminal justice system. These changes would also open up new and exciting areas for academics and analysts, including the ability to study criminal careers over time as well as criminal networks within NIBRS.
